That's the whole idea about having Windows security (lol) enforced by Windows Policies:

If the Windows User ID doesn't have admin rights, he or she won't be able to change the settings on ANY PC in the enterprise!

If the Windows user doesn't have admin rights, can't you use Windows
Policies to secure them from being able to change this information within
the ODBC manager?

IIRC, in the ODBC Manager on the client (i.e. user's PC) you can
indicate
the rights on the connection and the libraries the user may access; the
first library being the current library.

Of course, a cunning user can change those settings at all times.
