Use the concatenate without trailing blanks such as:

CHGVAR &EMAIL  (&USER |< '@DOMAIN.COM')

or 

CHGVAR &EMAIL  (&USER *TCAT '@DOMAIN.COM')

this removes trailing blanks from user and than concatenates to
'@DOMAIN.COM'

How is this best done in CL?
