There are two issues that must be resolved first:

1. How to communicate with the Iseries(cell phone,RF,etc,etc)
   (you could even do sat comm but $$$$ could be a issue)

2. What sort of mobile device to use(Palm,etc,etc.)

Knowing the communication method will decide what will be
used in step 2.

Lots of solutions in a urban environment, but this sounds
like a farm in the middle of the country with limited
communication methods. I know cell phones are used widely
in Europe so a "smart phone" might be a possibility. Using
a cell phone with web connections, you might have somthing
to work with.
