Nope. You can disable a profile for NETSERVER use while it is still *ENABLED for OS/400. There's some green screen tools you can create from source in QUSRTOOL that will allow you to re-enable user IDs for NETSERVER. For more info: http://www-1.ibm.com/servers/eserver/iseries/netserver/qusrtool.html Otherwise, you can use iSeries Navigator. "Network"-->"Servers"-->"TCP/IP"-->"NetServer" right click and select "Disabled User IDs". I've never heard of a "short-cut".
