If the job is a program, have the program run under QSECOFR authority and issue a CHGUSRPRF command to remove *JOBCTL authority for the opeator. At the end of the job, restore the special authorities to what they were. You'll have to RTVUSRPRF to get the authorities and store them in your program for the later restore.

Maybe I'm not getting something, but isn't that the operators job?

Seems to me that, if you don't want the operator canceling a particular
job, you probably don't want them doing anything to the job.
