The ftp:// tells your web browser what protocol to use, so if you keyed ftp://foolishsupplier.com it would know to connect with the ftp protocol. When you use a ftp application to connect you don't need the ftp:// it know it is going to be using ftp. So from a command line you would enter FTP RMTSYS(foolishsupplier.COM).
