I suspect the error might be related to RC4 support in _CIPHER being new in
V5R1.

Interesting article, but I'm having a little difficulty with the sample
program.  I'm using a v4r5 machine and have convert it back to fixed
format code, but every time the _CIPHER API is called I get an MCH5601
error (Template value invalid).

Looking at the documentation for the _CIPHER API, it indicates that for
RC4 type encryption this error is generated by the Reserved entry in the
KeyInfo structure not being initialised to x'00.
