The Retrieve Command Definition (QCDRCMDD) API returns (among many other things) the default value for command parameters. This API can be found in the Information Center under Programming/APIs/APIs by category/Program and CL Command. The API returns the command definition information in UTF8 (CCSID 1208) using a XML approach.
