Don, I agree that pdf can be modified. However I'd still go with pdf versus Word. Not that I am MS bashing. I just think that PDF is not tied to a proprietary format like Word. You can download a free PDF reader for Windows, Mac, etc. Although there was a update in the reader that did cause some grief with Infoprint Server awhile back and IBM had to rush out a fix.
