My client is currently in the middle of a conversion from JDE to Oracle 11i, and I can tell you first-hand that this is quite true. And, to boot, TWICE in the last month our PRODUCTION Oracle instance has been taken down for a FULL DAY because of Oracle patches that were applied to the system (that's TWO entire days of lost production for a multinational company).
