Did the original owners restore into the orignal library or in a test library? 
They encountered the same problems you have now.

I think it might be a "chicken or egg"-problem. Similar to first restoring LFs 
and the based PF has not been restored yet.

Have you tried to restore this library again? All the required objects are in 
that library again. So, if a depending constraint should be restored it can 
find the base object.

Just a thought.
