Yes, this file exists in QSYS, and many functions in the system are leveraged by having this file. The file can go out of whack, although this is not common much today. (It was rampant in V3R1 when it was introduced.) RCLSTG fixes it, but if you don't need a full RCLSTG, you can say RCLSTG SELECT(*DBXREF), and this runs much faster.
