system password

We have been getting a message in the qsysopr message file about the
system password bypass.  We have finally received the system password
but the instructions don't make any sense.
 
It tells us to perform an IPL with the keylock in the manual position,
we have a 170 and there is no key lock for starters and generally when
we have had to perform an IPL we set it to AN and then it boots
fine......
 
Any suggestion on how to solve this problem? According to the message we
have 7 days to fix it before the machine will no longer boot after an
IPL.
