Found the problem.  After installing the plugin, you must:

1) Define a connection in iSeries Nav that is the _Netserver_ name
("Qdilgard" for us).

2) In WDSC, in "Define TCP/IP Server List", define a server with the
Netserver name.

This is the first time _ever_ I have been instructed to use the Netserver
name in defining a connection in iSeries Nav.

(This begs the question:  If, for some reason, Netserver is not running,
then iSeries Nav won't connect to this name, will it?)
