Rob,

If this is done from within a HHL, not CLP, programme, you could use the 
QCAPCMD API. The first subfield in the format is the run option. Runoption 2 is 
"Run  with command line check"; this means user authority is checked when 
running the command.

I assume you have considered this, but perhaps.
