Client Access V5R3 fails to install on Windows 2000

When installing V5R3 Client Access on a Windows 2000 box the setup.exe file
hourglasses for anywhere from 5 to 20 seconds and then just sits there doing
nothing more.  Client Access V4R3 had been installed until I very dumbly
decided to remove the old installation and install the newer version.   WDSC
installed completely and happily.

Any suggestions?
