TCPIP Timeout Value?

I am wondering where on the system one sets the default
timeout for a TCPIP timeout.

For example, using the connect() api with sockets.  It will
timeout and give the error "Connection not made in the
allotted time..."

I thought it would be under CHGTCPA, but I didn't see it
there...  any ideas where to look?

(Yes, I know about the fcntl() and using select(), but
right now I'd rather not do that.. :) )
