1. Bad setup - cabling or other. Beyond the CEC-UPS cabling, does the 400 have any additional frames and if so how are they cabled to the UPS? 2. Overloaded UPS that could handle the load passing through while on AC but couldn't handle the load on DC. 3. The average Windows server with, say, 4 disks spinning probably burns 250-400 watts; the AS/400 probably consumes 3+ times that if it's a small-mid sized model, more if it's a big box with multiple frames. 4. UPS monitoring software - Maybe the Windows boxes ran for a bit on battery and stayed up until util power was restored & they got the all-clear signal (back on utility power) from the UPS.
