Assuming all hardware in the room is on the same UPS and given the same priority and there are no other limitations caused by extension cords, power bars etc. I'd say the UPS was set to communicate with the AS/400 it would have told the AS/400 to start shut down procedures but the file servers would remain running. The other possibility is the power requirement for the file servers was likely less then the AS/400.
