1. create a virtual workstation controller:
CRTCTLVWS CTLD(QVIRDC0001)

2. create virtual display devices:
CRTDEVDSP DEVD(QPADEV0001)
          DEVCLS(*VRT)
          TYPE(3477)
          MODEL(FC)
          CTL(QVIRDC0001)

Now vary on the controller and start the tcp server:
STRTCPSVR *TELNET

You should now be able to connect.

I am trying to configure a 9406-170 box for 5250 telnet access but so far 
have been unable to get it working.

When I attempt to connect to the box, it starts the session and then dies 
before I even get a logon display.
