I looked around for a free zip-code file, and found
http://www.census.gov/geo/www/tiger/zip1999.html

It's a little dated, but should get you most of the way to your destination.
A caution; zip code is not a bullet proof way to derive the state, since
some zipcodes are common to multiple states.  But it shouldn't matter to a
large extent.  I did not download the file, but hopefully it will help.
