It would appear then that the performance issues probably are with the data?
  Is it possible to reorganize one set of the data into a new library and
but that library high in the library list and see if both sets of programs
react the same to the common data?  That would seem a good way to isolate
the issue.

well, some major files these programs accessing were nt RECREATED during
cpyf commands. They were lastly created during 2002, I have recreated them
now , now it looks like running faster in Library B and took less time to
complete almost same time like Library A.
Library A I have nt recreated them , all files are getting journalled, but
it took less time.
 
Any ideas , is that really matters?
