QSYRTVUP is not an API so you won't find any documentation on it. You don't mention what you're trying to do but as QSYRTVUP is the CPP for RTVUSRPRF I would suggest you look at the Retrieve User Information (QSYRUSRI) API and see if that will provide the necessary information. The API should also be a whole lot more stable...
