V5R3 has a change that will help you out here. The messages that are sent to QSYSOPR (and QHST) when a subsystem is started or ended were enhanced to include the qualified job name and the current user name that issued the command. For STRSBS, it is the CPF1804 message and for ENDSBS it is the CPF0995 message.
