Near as I can tell, the operating system starts them, either on IPL or as
soon as there's a demand for them (as embodied in "change printing
status." Provided that the system can recognize the printer in question as
being present, powered up, and online.

I vaguely recall there being some sort of parameter on the printer writers
themselves, to set whether they are to start on IPL.

But I know just enough about them to know how much I DON'T know about
those buggers.
