I did remove STRTCP from the startup program.  Then, when this problem
became apparent (on day #2) I changed the TELNET server to not atart
automatically, added a DLYJOB to the startup program followed by a
STRTCPSVR.

Maybe that have resolved the problem, but I am not prepared to find
out by a phone call at 0400.
