PTF's with action pending

Can any one tell me how to clear the action pending on a PTF?  We have added
a UDO optical server and loaded / applied the necessary PTF's but one has an
action pending, which I followed, and a second will not apply until the
action pending flag is cleared on the first.  Yes an IPL will fix all this
but we are 24x7 and I don't want to do an IPL till next month.  We were
already all last weekend upgrading to V5R3 just to install this UDO optical
library.

Any suggestions?
