Are you doing this on many systems or just a few? You could use links to opera in the same directory as explorer.exe or try putting the entire path. You may need to use the DOS version of "Program Files" in your STRPCCMD command -- I think it is Progra~1 but I could be wrong.

Explorer resides in the Windows subdirectory, and Opera resides in
