The reason that IBM asks you to update your PTF's is so that they have a current code base from which to start diagnosing the problem. Supportline reps can spend days trying to diagnose/fix a problem that may have been fixed with a PTF months ago (and sometimes not well documented.) In your particular case it would not appear that PTF's would be the issue, but I've seen stranger things.
