Yes, this is your problem.  Versions in BRMS means that you want 
to make sure you have at least the number of versions you set the 
value to.  

Let's say you specify 5 versions, tapes will not start expiring 
until you have a copy on disk and at least 4 copies on tapes. As 
you mentioned, when you delete a library, you can never get the 
tapes to expire.  This is to make sure you have the requisite 
number of versions.  

This feachure of BRMS is one of the reasons that most people do 
not use versions and instead use number of days with a strategy 
similar to yours.
