Assuming that you are interested in database files, there is information that can be gleaned from DSPFD, but that's activity since the last IPL. DSPOBJD will give you the date last used, but there's no indication if it was for read only or otherwise. I know that DSPOBJD goes to the output file, and presumably comparable support is there for DSPFD.
