In this particular case I would ask for creating a special kind of user. 
Sometimes I've seen the person referred to as a superuser but that sounds a
tad over the top.

In any event, create a small new group of people outside your department
that are interested, received well by their peers, and capable of doing the
task.  Recognize them, teach them, and stand back.  Maybe even put a Crystal
Reports Logo sticker on their cubicle name tag, as a recognition of their
skills.

Be sure to include bosses are on board cuz sure as God made green apples
there'll be requests for raises..

Thank you for your responses. I think what I want to understand is if there
is a software product or process that you have implemented or would do so.
How this would improve the MIS Functioning. For example, I would like to
implement Crystal Reports so that the user could have their query and make
the parameter changes as they need.
