There's more to overhead than disk usage. Like: What communication resources, if any, will the other partition need? What console requirements will the other partition need? What backup media concerns will the other partition need? Are you going to lpar on a system prior to i5? If so, it is recommended that you set up a separate controlling partition. An i5 uses something called the Flexible Service Processor, or FSP, instead. A separate controlling partition on pre i5 systems plays it's own pacman with your hardware.
