Well I went round and round with IBM on this one.  They still swear that 
it's working as designed.  That using the LIC from the SAVSYS instead of 
the distribution media would neither:
a)  contain a magic ptf
b)  tell the system that I wouldn't need ALWOBJDIF(*ALL) and restore the 
ownership

I've submitted my DCR.

Bad enough you lose all spool files (without a third party utility) but 
the fact that security on other objects gets toasted really galls me. This 
machine is getting as bad to restore as a Windows machine.

Tried creating an object, deleting the output queue.  This way the output 
queue could be restored successfully from the QUSRSYS backup.  CPF3469 
says I can't delete an output queue associated with a device.  So much for 
the reacharound suggested by IBM.
