You may want to talk with the admins of the mail router you
have specified on the CHGSMTPA command.  Maybe they don't
have mail working to go internally, but that seems like it
wouldn't be the problem.

You could also run a trace on the SMTPCLT on your AS/400,
but that can be a little cumbersome to read.

My MAILTOOL utility may lend some clues, even if you use it
just for tracing.  You can use the SENDWITH(*MAILTOOL)
option to send an email (this bypasses the SMTP server) and
specify to debug and it will give a clear log of what is
happening, and what your mail router is saying.  You also
have the option of not using a mail router which may help.
