Thanks to everyone who has made a suggestion.  Here is a summary:

Key switch is set to Normal.
No job logs for time power off should have occurred.
No QSYSOPR messages
NO QHST messages
WRKPRB has nothing
QSYSSCD is running

Paul Nelson is correct. I should monitor in CL program for odd ball errors.
I would still like is figure out this problem. Just can't leave a problem
hang out there.
