The first thing I'd do is check the QHST log for the times that the power
off/on jobs were scheduled to run. Also check the QSYSOPR log for that time
period. Also see if there are any job logs for the power off/on jobs.

Are you using the basic Job Scheduler? Use the WRKJOBSCDE command, and see
what the status is of the last submitted jobs. 

Check your job queues, make sure that the jobs are not stuck on a held job
queue.
