Best I could tell you, since it is new, is to just call the manufacturer or
reseller, as appropriate.

Do you have another of the same model terminal that has a working kb?

Is there a key that locks the terminal keyboard?  (I seem to recall that IBM
terminals showed a keylock icon on the bottom of the display when it was
locked.)
