The way TCPIP starts has changed a little over the years.  Previous to one
of the V4s you had to have STRTCP in QSTRUP to get it to start
automagically.  Then for a couple of the V4 releases it used an ASJ entry in
QSYSWRK.  As of V5R1 (or maybe V4R5, I forget) it is (can be) set using the
IPL attribute STRTCP(*YES).  The services that start with TCPIP are
controlled by the QATOCSTART file.

After we upgraded to V5R1, I noticed that TCPIP was being started twice
every time we IPLed one of our systems.  This was due to the the IPL
attribute STRTCP(*YES) and having STRTCP in QSTRUP so I took STRTCP out of
QSTRUP.  

We had a backup that ran in its own subsystem on an otherwise restricted
system.  When this subsystem was started TCPIP would then also start.  I
spent months talking to SupportLine about this and no one there could ever
explain exactly how the IPLA works.  On this system TCPIP will start when
QSYSWRK starts, even though there is no ASJE or PSJE.  QSYSWRK will start
whenever any other subsystem starts, regardless of whether QCTL is active or
QSTRUP is called.

On our systems we get a few TCP9677's in the QMSF joblog after an IPL, then
the SMTP server starts and all is good.

Here's a fun joy.  QMSF and STRTCPSVR *SMTP.  Which should start first? 
Well, IBM puts one as a prestart job in one subsystem and another as an 
autostart job in another.  And it does matter which one starts first.  But 
IBM never takes any steps to start them in the right order.  So QMSF often 
dies because the SMTP jobs weren't running.  WRKJOB QMSF should show you 
this in the joblogs.  I've submitted a few DCR's on this.

Dave Leland has a popular program called SNDEMAIL that uses the 
QTmmSendMail api.  Was in one of the magazines as a free download.  I'm 
finding some hits at iseriesnetwork.com, but that's a mother of a site to 
try to navigate.
