If you want to try a scratch install, there's always the Backup and
Recovery guide.  Find a path for restoring entire system.  Might refer you
to a 'load source drive failed'.

I'd be very hesitant about restoring anything in QGPL or QUSRSYS.  You
'MIGHT' be able to do
RSTLIB SAVLIB(QGPL) DEV(TAP99) OPTION(*NEW) MBROPT(*NEW)

We use a variation of this after doing an unload/reload to get logical
files in libraries different than their physical files.

Good luck finding that ptf tape.
