The Ops Nav security settings are stored in an Integrated Files System XML
file.  All of the individual settings (allow, deny) are in that XML file.  I
cannot remember the name of the file or it's location as it's been a long
time since I've gotten into it. However, it seems like it was in a /config
directory under something else.  Look around for it in your IFS, you'll find
it. 

When you do, let me know where it was.  I'm going to write it down this
time. :-)
