IBM used to offer a service to do this.  Involves them coming onsite and
kicking everyone out of the machine room.  See also SPENDMONEY command.

Exactly. Ya gotta know one or the other.  Each can reset it's
compliment.  If QSECOFR is disabled in OS/400 you can still sign on at
the Console only to OS/400 but you still need the password.  As they say
at the Chinese Laundry:  "No Tickie, No Shirtie."
