Shannon, Are the Telnet sessions being ended when they sign off system B? You may want to change the SIGNOFF command to default ENDCNN() to ENDCNN(*YES). It could also be the user's are simply closing their emulation sessions. This could cause their Telnet sessions to remain active. It may be you'll need to stop and start Telnet servers on a nightly basis.
