No.

In general, "turning off the cursor" is a feature of desktop computers (I
think the earliest machine that had that option might have been the TRS-80
Model I, running Level II BASIC), not of terminals. Even on high-end
graphics terminals, I believe the only way to turn off the text cursor was
generally to turn off the text display entirely.
