Because TN5250-E allows a user Id and password to be sent during the initial option negotiation phase. If the client does that then the exit program will receive the values. I don't know how a Telnet exit program gets invoked after device initialisation (other than the termination exit point but that's too late). Perhaps you could use the job start exit point or perhaps the later releases have a Telnet Signon exit point. I don't have time to check.
