Mike, Does the OVRPRTF or the PRTF itself specify the correct page size and LPI/CPI [PAGESIZE(xxxx) and LPI(xxx) and CPI(xxx) parameters]? Sounds like you don't have a DEVD for the printer so you must be using RMTOUTQs, is this correct?
