Digital certificates are not used to encrypt data, they are used to
authenticate... in other words, prove that you are who you say you are, or
that a program was created by the people it says it was created by.

Therefore:

a) Are you sure that the file was actually encrypted?  Maybe you're just
looking viewing ASCII data on an EBCDIC machine?

b) Assuming that it was encrypted, can you tell us how it was encrypted?
Did they use DES?  Triple-DES?  RC4?  Or...what?
