I do notice the following in some of the PTF cover letters:
To activate this fix the PC/Client code must be updated.  To do this, run 
th 
   e Update function for the product.  Just like the original install 
process, 
   you will need to have a drive mapped to your server's IFS from your PC. 
 For 
    instructions on how to do this, refer to the Getting Started book for 
Infop 
   rint Designer.  Run the install program that resides on the server in 
the IF 
   S at /QIBM/ProdData/AFPDesigner/Install/ibminst.exe.   Choose the 
'Update' r 
   adio button to have your PC code updated.

Infoprint Designer - New version






When I do a DSPSFWRSC I see:

(My base OS is much higher than that.  I understand that they aren't 
always refreshed and this is ok.)

And when the developer pops up Infoprint Designer and clicks on the Help, 
About it says it is running 1.13.
When I go to this website:
http://www.printers.ibm.com/internet/wwsites.nsf/vwwebpublished/ipdesignernew_i_ww

It lists the latest version as 1.16.

How do I get the 1.16?  PTF?  And then is there a "Check Service Level" 
function?
