If I remember right, from my own experiences some years ago, a *USER to
*OWNER conversion doesn't seem to require observable information on a CISC
box, but it does on a RISC box. And I seem to vaguely recall *USER and
*OWNER non-observable *PGMs from the same source aren't the same size on a
RISC box.

Or my memory could be playing tricks on me.
