Problem with IBM ECS? -- MIDRANGE-L

I've been trying to order SF99520 using SNDPTFORD PTFID((SF99520))
DELIVERY(*ANY), but it's been failing all morning.  The joblog directs me
to 'Review the FTP log member FTPLOG, in file QATOCFTPAT, library QSYS...'

The log file shows that I'm unable to connect to IP address 192.36.226.12,
port 21.

Is there a problem with IBM ECS?
